In April of 2014, the Scenic Regional Library successfully passed a 10 cent levy increase in order to improve access to library materials and services for the communities served in Franklin, Gasconade, and Warren counties. The improvements include more books and audio visual materials, deeper digital resources and databases, increased hours at all locations, additional programming and classes, and better outreach services. To accommodate these improvements, the library was also committed to enhancing access through new, improved, and expanded facilities.

The Facilities Master Plan report built on data and information provided by the Library Director Steve Campbell, which was collected over time in advance of proposed capital improvements. The purpose of this study was to collate the existing and available data, quantify the deficiencies of existing facilities, and create a plan which defines specifically how to achieve the goal of expanded facilities – as requested by communities and promised as part of a successful levy.

The plan established a specific target square footage for each location, identified the proposed location(s) to accommodate the new or expanded branches, and established a target budget based on an estimate for the cost of proposed improvements. Additionally, this report recommended a method for implementing the design and construction process, for time efficiency and outcome effectiveness.
