The goal was to reach a consensus around library improvements that will allow the Library to better enable new and expanded service to the community through phased improvements. The process was designed to: gain input from from key community stakeholders; engage the ECPL administration and staff; and invite community input.

The library had 4 goals:

• Respond to Cultural and Technological Change
• Prioritize Collaboration over Collections
• Establish Phased Improvements
• Build Community Support by Making Possibilities Visible
